After 9/11 when the planes slammed into the NYC World trade Towers, Fire Chief Jack Murphy thought that there had to be a better way for responders to access critical building data to better plan their response operations.   Jack invented the Building Information Card (BIC) for NYC on 9/11.  The BIC became “Local Law 26” in New York City; whereby every NYC skyscraper and tall building required a building information card (flash card) to be maintained in the lobby to serve as a responder’s “Flash Card” to enable a responder to quickly understand a building’s lay out and critical information.  Fast forward to 2011.  Jack approached the IBM social Business Team to automate the paper building information card into a mobile web application. 

In the past 60 days, over 40+ building owners and the Jersey City Fire Chief have deployed their building data on eBIC Social mobile application.  . “They are transforming emergency response operations through social business.”
